That's a Southern sales promotion based on the theme Southern gives a green light innovation. All sales reps were required to wear a similar lapel pin. It's a paper weight.

I have seen similar clear cubes (I believe that they are made of clear plastic rather than glass) containing a disc as you describe.
They are paperweights and were freight traffic promotional
