I don’t see references to safety slogans on any cab drawings or documentation we have scanned.
I don’t recall ever seeing any on a photo but I’d expect they would be like on steam locos,

I usually spray it on with an airbrush to give an overall even surface. However if I only need to decal a small area sometimes I will brush it on where I need it.

Not sure. Before USRA he was chairman of an advisory board consisting of five railroad executives. I presume it was incorporated into USRA.
