That is what it was, Bill, a heater car for cold weather passenger service behind A&EC F2A 400 & 401. E&EC 400 & 401 were 1350 hp model F2, not phase 1 F3's. They were not equipped with steam generators hence A&EC built heater car 402 to run behind them in winter. Note the road number and general appearance to match up with the F2's.

Thanks Bill and Bob.  I just couldn't see that short car being used in a full-length passenger train with E units and 85' cars.  A derailment waiting to happen.
